चम्पावत– आगामी लोकसभा चुनाव की तैयारियों को लेकर प्रशासनिक कवायत शुरू हो चुकी है। भारत निर्वाचन आयोग द्वारा मतदाता सूची/निर्वाचक नामावली पुनरीक्षण कार्य के मूल्यांकन हेतु नामित रोल आॅब्जर्वर एवं आयुक्त कुमायू मण्डल श्री राजीव रौतेला द्वारा चम्पावत जनपद की 55-विधानसभा क्षेत्र के अन्तर्गत बनबसा के दर्जनों मतदाता केन्द्रों एवं बूथों का निरीक्षण कर मतदाता सूची पुनरीक्षण कार्य का मौका मुआयना किया तथा मौजूद सुपरवाइजरों एवं बीएलओ से दोतरफा संवाद कायम करते हुए उनके द्वारा किये गये कार्यो की गहन समीक्षा की।
कुमाऊँ आयुक्त राजीव रौतेला निरीक्षण के दौरान बनबसा क्षेत्र के सुपरवाइजरों एवं बीएलओ के द्वारा किये जा रहे पुनरीक्षण कार्यो से असंतुष्ट दिखे, तो वही डाटा डायरी न होने तथा पुनरीक्षण कार्य का डाकुमेंटेशन न होने, व अभिलेख न होने से नाराज आयुक्त रौतेला ने पचपकरिया के सुपरवाइजर दीपक शाही का जवाब तलब करने और सभी बीएलओ को संजीदगी के साथ घर-घर जाकर मतदाता सूची का सत्यापन करने के निर्देश भी दिए। साथ ही रोल आब्जर्वर ने एसडीएम, तहसीलदार व सुपरवाईजरों को प्रत्येक सप्ताह मतदाता सूची का सत्यापन करने के निर्देश भी दिए। भारत निर्वाचन आयोग के रोल आब्जर्वर ने चन्दनी, शारदा इण्टर कालेज, वहां के प्राथमिक विद्यालयों के निरीक्षण के दौरान वहां तैनात सुपरवाइजरों एवं बीएलओ को निर्वाचन कार्यो में उदासीनता न बरतने और तन-मन व रूचि के साथ कार्य करने के निर्देश दिए।
कुमाऊँ आयुक्त इस दौरान सुपरवाजर व बीएलओ के घर-घर जाकर मतदाता सूची के सत्यापन न करने पर बिफर पड़े और एक सप्ताह के अन्दर घर-घर जाकर सूची का सत्यापन करने तथा मतदाता सूची को शतप्रतिशत शुद्ध बनाने के लिए आदेश दिए।
कुमाऊँ आयुक्त रौतेला ने निरीक्षण के दौरान मौजूद जिला निर्वाचन अधिकारी एसएन पाण्डे से कहा कि वे बीएलओ के कार्यो से संतुष्ट नहीं है। बीएलओ के पास अभिलेख न होने से नाराज आयुक्त ने कहा कि इससे प्रतीत होता है कि किसी भी बीएलओ ने डोर टू डोर सर्वे कर मतदाता सूचियों का पुनरीक्षण का ज्यादा महत्वपूर्ण कार्य नहीं किया है। आयुक्त ने जिलाधिकारी चम्पावत को निर्देश दिए कि जनपद के सभी बूथ लेबिल आफिसर डोर टू डोर सर्वे कर 18 वर्ष की आयु पूर्ण करने वाले मतदाताओं का नाम मतदाता सूचियों में जोडें और जो बच्चियां विवाह होकर दूसरे स्थान में जा चुकी हैं और जो मतदाता अपने पते पर निवास नहीं करते हैं उनका नाम सूचियों से हटायें साथ ही जिन मतदाताओं के पहचान पत्रों में संशोधन होना है उसकी भी कार्यवाही समय रहते पूर्ण करें। इसके साथ ही सभी बीएलओ अपना मोबाइल नम्बर अपने क्षेत्र के मतदाताओं को अवश्य दें। उन्होंने उप जिलाधिकारी टनकपुर को निर्देशित किया कि जनपद के सभी बीएलओ प्रत्येक दिन किये जा रहे कार्यो की दैनिक दैन्दिनी (डेली डायरी) तैयार करें तथा उसका अवलोकन समय-समय पर सहायक रिटर्निग आफिसर एवं उपजिलाधिकारी द्वारा किया जाए।
इस दौरान कुमाऊँ आयुक्त ने एनएचपीसी सभागार में अधिकारियों की बैठक भी ली। आयुक्त रौतेला ने सहायक निर्वाचन अधिकारी नैन सिंह मेहरा को निर्देश दिये कि वह सभी बीएलओ को प्रश्नावली बनाकर दें ताकि उन प्रश्नों को बीएलओ मतदाता से एवं घर के मुखिया से पूछकर अपना कार्य बेहतर तरीके से कर सकें। उन्होंने निर्वाचन नियमावली का सभी अधिकारियों को गहन अध्ययन करने के भी निर्देश दिए।
