शिक्षा का सबसे महत्वपूर्ण चरण प्रारंभिक शिक्षा उत्तराखण्ड में एक प्रयोगशाला बनती जा रही जा रही है और शिक्षक को बना दिया गया है नित नये प्रयोग कर परिणाम प्रस्तुत करने वाला पैथोलोजिस्ट।
अपनी सेवा के बीस वर्षों में मैंने भी इस तरह के बीसियों प्रयोगों को कर उनकी असफलताओं को भी सफलता का लेबल लगाकर प्रस्तुत किया है । कभी बोर्ड परीक्षा की कसौटी से कसते नन्हे मुन्नों को देखा तो कभी सी सी ई और आर टी ई के नियमों के डमरू में नाचते हुए भी। कभी भी वह नहीं कर पाई जो मै कर सकती या करना चाहती थी।
नियमों की जंजीर में बच्चे प्रार्थना सभा से ही बंधते नजर आते हैं । सारे गीत गाने के पश्चात् प्रतिज्ञाएँ वो भी तीन तीन….दैनिक प्रतिज्ञा के साथ स्वच्छता, शौचालय व दादी नानी के सम्मान आदि की, इन सबके के पालन हेतु प्रतिबद्ध बच्चे थकते हाथ को टेक लगाये बुरा सा मुँह बनाये दिखते हैं। फिर शुरू होती है वादनोंके घण्टे और चालीस मिनट में अधिकाधिक ज्ञान को ठूंसने की भरसक कोशिश। सीखने के अथाह अवसरों को निर्धारत दक्षताओं में समेटना भी ऐसा लगता है जैसे इन हाथों को नाप कर हथकड़ी बना दी गयी हो कि नन्हे हाथों को इसमें ही फिट करना है ज्ञान की अछोर जंजीर को जब तक खुला नहीं छोड़ा जायेगा तब तक कोई भी कड़ी हाथ नहीं आएगी।
इसी के साथ साथ स्वमूल्यांकन,अवलोकन प्रपत्र , गार्ड फाइल और न जाने क्या क्या प्रपत्र भरने की औपचारिकताएँ। अधिकारी अनुश्रवण के नाम पर पर उन कागजों के पुलिंदो पर मुहर लगा देते हैं और मान लिया जाता है कि सब कुछ नियमपूर्वक व विधि विधान से चल रहा है।
ये प्रपत्र भर लेने के बाद लगने लगता है हम एक आदर्श शिक्षक हैं और सारी खानापूर्ति समय पर और सही ढंग से कर रहे हैं यानि एक और सफल प्रयोग की रिपोर्ट।

N C F के आनन्दलय वाली कोई भी अनुभूति इस सब में न बच्चे ले पाते हैं और न हम।
यूँ तो कहा जाने लगा कि अब 14 वर्ष तक के बच्चों को फेल नहीं किया जायेगा , कोई भी परीक्षा नहीं ली जाएगी पर कदम कदम पर कई परीक्षाएं होती रही बच्चे को तो कक्षोन्नति दी गयी पर हम फेल होते चले गये निरन्तर फेल। क्योकि शायद हम समझ ही नहीं पाए कि ये परीक्षा अंक रहित है या फिर अंको का लेखा जोखा रखने की। यानि फिर वही सफलता का लेबल लगे हुए कई अधिष्ठान भरते भरते खुद असफल होते गये।
इस असफलता को देखते हुए अब फिर से माँग उठ रही है कि परीक्षा फिर से होनी चाहिए पास फेल की परीक्षा। एक और अभिनव प्रयोग। पर न जाने क्यों अब इस प्रयोग को करने का दिल नहीं करता क्योकि अब तक भी ऐसी कई परीक्षाएं सरकार द्वारा ली गयी और हमे फेल किया जाता रहा है।
इस शिक्षा सत्र में तो और भी अभिनव प्रयोग हो रहे हैं। मासिक परीक्षा के प्रश्नपत्र भिजवाये जा रहे हैं। हम क्या पढ़ा रहे है उसकी परख। एक पॅकेज थमा दिया और उसकी को सिखा के ले ली उसी की परीक्षा।
गृहकार्य तक स्वेच्छा से देने का अधिकार हमसे छीनकर उसका भी पैकेज मिल गया। छुट्टियाँ भी अपनी मर्जी से बच्चा नहीं बिता सकता एक लंबे चौड़े गृहकार्य का बोझ लिए। गर्मियों की छुट्टियों से ठीक पहले जबकि मन बना रहे थे कि बच्चों की छुट्टियों में किस तरह का काम दिया जाय कि बच्चा सक्रिय भी रहे और छुट्टियों का भी आनन्द ले, ठीक ऐसे समय में मोबाइल में आ जाता है ग्रीष्मकालीन गृहकार्य। 2 से 30 तक पहाड़ा, 20 पृष्ठ हिंदी, 20 पृष्ठ अंग्रेजी, जितना अब तक पढ़ाया वो सब गणित….और भी बहुत कुछ। लिस्ट लम्बी थी। हमने भी थमा दिया वो सब बच्चे को इस हिदायत से कि ये सब गृहकार्य करके लाना स्कूल खुलते ही चेक किया जायेगा। मन ही मन शायद बच्चे भी और हम भी सोचते ही रह गए हमने तो कुछ और तय किया था इन छुट्टियों के लिए।
हम शिक्षक तो मन मसोस कर रह गए हमारे पास भी तो था जो हम बच्चे को देना चाहते थे और बच्चों के पास से भी कुछ था जो हमें लेना था।अब उस बात का जिक्र भी व्यर्थ लग रहा है कि हमने क्या सोचा था या सब जानते ही हैं क्योंकि बंधे हाथ और खनापूर्ति के सामने सब खमोश।
तरह तरह के प्रयोग तो हो ही रहे है तो क्यों न एक प्रयोग ऐसा भी हो जिसमें सिर्फ बच्चे हों और हम।
हमारा लक्ष्य केवल बच्चा हो तो हम मिलकर सीखते कुछ नया करते और बार बार करते हर बार हम अपने परिणामों का जश्न मनाते। न पास फेल का डर होता न सी सी ई या आर टी ई जैसे कुछ नियम तो हम बेहतर कर पाते।शिक्षक को स्वतंत्रतापूर्वक काम करने दिया जाय और परिणाम 4 साल में प्रस्तुत करने को कहा जाय तो निश्चित ही यह प्रयोग सफल होता और हम स्वयं अपनी रिपोर्ट प्रस्तुत करते जो होता आत्मविश्वास से भरा एक बच्चा जो अब जीवन की किसी भी परीक्षा को पास करने को तैयार होता।
